Nesco Slaps over Rs 3 Crore Penalty on Tata Steel

The North Eastern Electricity Supply Company of Odisha (Nesco) has slapped a penalty of over Rs 3 crore on the Tata Steel for the power consumed by the people staying in Gobarghati colony in Kalinga Nagar.
The enforcement wing of Nesco, Jajpur Road division, led by its Executive Engineer Ananta Narayan Bisoi detected over 110 cases of power theft. Most of them are displaced by the Tata Steel and are residing in Gobarghati colony.
“The displaced families have been using power without legal connection for the last eight years. After detection of the power theft, we installed a metre there and calculated the quantum of their illegal use for 10 consecutive days. Basing on that calculation, we have imposed a fine to the tune of Rs 3.31 crore on the Tata Steel asking to pay by month-end,” said Bisoi.
He said they have not disconnected the unauthorised power supply to the displaced families who have been using it fraudulently in the hope that the private steel company would pay the fine and make them bonafide consumers by depositing the entitled fees and completing the formalities.
Nesco had installed a 250-KVA transformer at Gobarghati under Duburi electrical sub-division in 2006. All the displaced families residing there have been consuming power fraudulently from the transformer since then. None of them is a consumer of the Nesco and the power distribution company has not even received a rupee from them as power tariff.
Nesco Shakti Karmachari Sangha alleged that power company officials in connivance with the Tata Steel have committed the irregularities for their vested interest.
General secretary of the Sangha Niraranjan Padhiary questioned how Nesco’s Duburi sub-divisional engineer, who has jurisdiction over Gobarghati colony, could not know about the power theft for the last three years. The SDO is hands in glove with the private steel company, he alleged. Meanwhile, the Nesco has ordered an inquiry into the allegations. “A departmental inquiry into the incident has been ordered to find out whether any official from our company has been involved in the power theft. Action will be taken if anyone is found guilty,” said Bisoi.

STOP OF FRANCHISE SYSTEM IN NESCO

A Lot of contractual workers are working in NESCO to satisfy the need of Electricity . There is no satisfactory provision to make them permanent . Mean while the Department is offering priority to franchise and franchise is also making appointment hundreds and hundreds worker without Measuring of Their future . Though there is rule to appoint permanent staff in place of vacancy , which is being ignored by Department .

ନେସ୍କୋ ଶକ୍ତି କର୍ମଚାରୀ ସଂଘ ବାଲେଶ୍ୱର ଜିଲ୍ଲାରୁ ଉତ୍ପତି ଏବଂ ଏହାର ମୂଖ୍ୟ କାର୍ଯ୍ୟାଳୟ ହୋଇଥିବାରୁ୤ ଏହା ଆମ ୟୁନିୟନ ର ଗର୍ବ ଓ ଗୌରବର ବିଷୟ ୤ କାରଣ ଏହି ମାଟି ଦେଶର ସ୍ୱାଧିନତା ସଂଗ୍ରାମରେ ରକ୍ତତୀର୍ଥ ଇରମ ସହିଦ ସ୍ମୃତିପିଠ , ଜାତିର ଜନକ ମହାତ୍ମା ଗାନ୍ଧିଙ୍କ ନେତୃତ୍ୱରେ ଇଞ୍ଚୁଡିରେ ଲବଣ ସତ୍ୟାଗ୍ରହ , ଭାରତୀୟ ମାନଙ୍କର ସ୍ୱାଧିନତା ଆନ୍ଦୋଳନର କଥା କହେ ୤ ବିଶେଷ କରି ମହାପୁରୁଷ , ବ୍ୟାସକବି ଫକିର ମୋହନ ସେନାପତି ଙ୍କ ଲେଖା ଓଡିଆ ଜାତି ପ୍ରୀତି ହୃଦୟରେ ଆନ୍ଦୋଳନ ସୃଷ୍ଟି କରେ ୤ ଏବର ପିଲା ସବୁ ଇଂରାଜୀ ପଢୁଆ ୤ ଓଡିଆ କହିଲେ ତାଙ୍କୁ ଲାଗେ ଅଡୁଆ ୤ ଏହି ଦୃଷ୍ଟିରୁ ଆମ୍ଭ ୟୁମିୟନର ଶ୍ରମିକ , କର୍ମଚାରୀ ଫକିର ମୋହନ ସେନାପତି ଙ୍କ ଆଦର୍ଶ କୁ ପାଥେୟ କରି ବିଦ୍ୟୁତ କ୍ଷେତ୍ରରେ ଜଡିତ ଭାଇ ଓ ଭଉଣୀ ମାନଙ୍କୁ ଜାତୀୟତା ମୂଲ୍ୟବୋଧ , ଏକତା ମାଧ୍ୟମରେ ସଂଗ୍ରାମ କରିବାକୁ ଦିଗ୍‌ଦର୍ଶନ ଦେବ ୤ ଆମ ସଂଘ ବହୁ ଘାତ ପ୍ରତିଘାତ ମଧ୍ୟରେ ଗତିକରି ଶ୍ରମିକ/କର୍ମଚାରୀ ମାନଙ୍କର  ଅନେକ ନ୍ୟାର୍ଯ୍ୟଦାବି ହାସଲ କରିପାରିଛି ୤ ଏହା ଆମ ନେସ୍କୋର ସର୍ବ ବୃହତ ଶ୍ରମିକ ସଂଗଠନ ୤ ଆମ ସଂଘ ସତ୍ୟ , ନ୍ୟାୟ , ଏକତା , ଅହିଂସା ଓ ଜାତୀୟତା ମୂଲ୍ୟବୋଧକୁ ବିଶ୍ୱାସ କରେ ୤ କିନ୍ତୁ ୧୯୯୯ ମସିହାରେ ସରକାର ବିଦ୍ୟୁତ ବୋର୍ଡକୁ ଘୋରଇ କରଣ କଲେ ୤ କମ୍ପାନୀ ବୋର୍ଡକୁ ୪ ଗୋଟି ଯୋନରେ ବିଭକ୍ତ କଲେ ୤ ତାହାଦ୍ୱାରା କର୍ମଚାରୀ ମାନେ ୪ ଭାଗରେ ବିଭକ୍ତ ହେଲେ ୤ ତା ସଙ୍ଗେ ସଙ୍ଗେ କର୍ମଚାରୀ ମନଙ୍କର ନ୍ୟାର୍ଯ୍ୟ ଅଧିକାରକୁ ସଙ୍କୁଚିତ କଲେ ୤ବିଦ୍ୟୁତ୍  ଶ୍ରମିକ/କର୍ମଚାରୀ ମାନଙ୍କ ପ୍ରତି ହେଉଥିବା ଅନ୍ୟାୟକୁ ପ୍ରତିରୋଧ କରିବା ପାଇଁ ବହୁ କଷ୍ଟ ଓ ପରିଶ୍ରମ କରିବାକୁ ପଡୁଛି ୤  ସରକାରଙ୍କ ସଙ୍ଗେ ହୋଇଥିବା ଚୁକ୍ତିକୁ କମ୍ପାନୀ ଖିଲାପ କରିବା ସଙ୍ଗେ ସଙ୍ଗେ ଘୋରଇ କରଣ ହେବା  ଠାରୁ ଆଜି ପର୍ଯ୍ୟନ୍ତ ହଜାର ହଜାର ଗ୍ରାହକ ଓ ଇଣ୍ଡଷ୍ଟ୍ରି  ବଢୁଥିବା ବେଳେ କର୍ମଚାରୀ ସଂଖ୍ୟା କମି କମି ଚାଲିଛି ୤ ଏକଥା ବାରମ୍ବାର କମ୍ପାନୀ , ସରକାର , ଶ୍ରମ ବିଭାଗକୁ ଜଣାଇଲେ ମଧ୍ୟ କେହି ଶୁଣୁ ନାହାନ୍ତି ୤ ସେଥିପାଇଁ ସଂଘ ବାରମ୍ବାର , ଗଣତାନ୍ତ୍ରିକ ପଦ୍ଧତିରେ ଆନ୍ଦୋଳନ କରୁଥିଲେ ମଧ୍ୟ ସମସ୍ତେ ନିରବ ୤ ବର୍ତ୍ତମାନ କର୍ମଚାରୀ ମାନଙ୍କୁ ୧୨ ଘଣ୍ଟା ରୁ ୧୮ ଘଣ୍ଟା ଡିୟୁଟି କରିବାକୁ ପଡୁଛି ୤ ଯାହାକି ବଡ ଦୂଃଖ ଓ ପରିତାପର ବିଷୟ ୤ ଦୂଃଖ ବଢି ବଢି ଚାଲିଛି ୤ ଦୂଃଖ ଆମ ଜୀବନରେ ଏକ ଅଙ୍ଗ ହୋଇଯାଇଛି ୤ ଯାହାର ପ୍ରତିକାର କଥା କେହି ଚିନ୍ତା କରନ୍ତି ନାହିଁ ୤ କମ୍ପାନୀ କେବଳ ରେଭିନ୍ୟୁ ଉପରେ ଯୋର ଦେଉଛି ୤ କଞ୍ଜୁମର ଯେତେବେଳେ ଠିକ ଟଙ୍କା ଦେଉଛି ସେ ଠିକ ଲାଇନ ପାଇବା ଦରକାର ୤ ଏକଥା କମ୍ପାନୀ ବୁଝିବା ଉଚିତ ୤ ଗୋଟେ ଲାଇନ ଯେକୌଣସି କାରଣରୁ ଖରାପ ହେଉନା କାହିଁକି ତାକୁ ସଜାଡିବା ପାଇଁ ଯେଉଁସବୁ ସରଞ୍ଜାମ ଦରକାର , ତାହା ମାଗିଲେ ମିଳୁନାହିଁ ୤ ଉପୁରୁ ଆସୁନାହିଁ ଆମେ କେଉଁଠୁ ଦେବୁ ଇତ୍ୟାଦି ଇତ୍ୟାଦି ୤ ଲାଇନ ନପାଇଲେ ମାଡ , ଗାଳି , ଧକ୍କା ନାନା ପ୍ରକାର କଷ୍ଟ ସହିବାକୁ ପଡୁଛି ୤ ଅଫିସ କୁ କହିଲେ ଲିଖିତ ଦେଲେ ମଧ୍ୟ କୌଣସି ସୁରକ୍ଷା ମିଳୁ ନାହିଁ ୤ ବର୍ତ୍ତମାନ ମୁଁ ଆପଣଙ୍କୁ ଅନୁରୋଧ କରୁଛି , ପ୍ରତ୍ୟେକ କର୍ମଚାରୀ ଭାଇ ମାନେ ଆମ ମାନଙ୍କର ଆତ୍ମ ସମିକ୍ଷା କରିବା ନିହାତି ଦରକାର ୤ ଆମ୍ଭ ମାନଙ୍କର ଭବିଷ୍ୟତ କଣ ? ଆମେ ମାନେ କଣ କରିବା ଦରକାର , ମୁଁ ଆପଣ ମାନଙ୍କୁ ପ୍ରଥମରୁ କହିଛି ଆମ ୟୁନିୟନ ଜାତୀୟତା ଉପରେ ବିଶ୍ୱାସ କରେ ୤ ଯେଉଁ ଉଦ୍ଦେଶ୍ୟ ନେଇ ଓଡିଶା ସରକାର ଘରୋଇ କରଣ କରିଥିଲେ  , ତାହା ସମ୍ପୁର୍ଣ୍ଣ ବିଫଳ ହୋଇଛି ୤ କିନ୍ତୁ ତାହାର କୁଫଳ ଓଡିଶାର ଜନସାଧାରଣ ଏବଂ କର୍ମଚାରୀ ଭୋଗୁଛନ୍ତି ୤ ଆମ ସଂଘର ମୂଳ ନୀତି , ସଂସ୍ଥାର ଉନ୍ନତି ହେଲେ ଗ୍ରାହକ ଓ କର୍ମଚାରୀ ଙ୍କ ଉନ୍ନତି ୤  କିନ୍ତୁ କମ୍ପାନୀ କାହାରି ଉନ୍ନତି ନ ଦେଖି କେବଳ ତାହାରି ଉନ୍ନତି କରିବା ରେ ଲାଗିଛି ୤  ଓଇଆରସି / ରାଜ୍ୟସରକାର ଆଜି ପର୍ଯ୍ୟନ୍ତ କୌଣସି ପଦକ୍ଷେପ ନେଉନାହାଁନ୍ତି ୤ ବିଦ୍ୟୁତ ଗତି ମୁକ୍ତି ପ୍ରଗତିରେ ଏକ ମାତ୍ର ରାସ୍ତା ୤ ବିଦ୍ୟୁତ ବିନା ରାଜ୍ୟର ଉନ୍ନତି ଅସମ୍ଭବ ୤ ଏଣୁ ଆମ୍ଭମାନଙ୍କର ଏକତା ନିହାତି ଜରୁରୀ ୤ ଆମ ଶ୍ରମିକ , କର୍ମଚାରୀ , ଭାଇ ଭଉଣୀ ମାନଙ୍କର ଭବିଷ୍ୟତ ଉନ୍ନତି ଓ ଓଡିଶା ବାସୀଙ୍କର ଉନ୍ନତି ପାଇଁ ଏକତା ଦରକାର ୤ ଏହା ଜାତିର ଜନକ ମହାତ୍ମା ଗାନ୍ଧୀ ଶିଖାଇଛନ୍ତି ୤ ଆମ ଭାରତୀୟ ମାନେ ପ୍ରମାଣ କରିଛନ୍ତି ଏକତା ଠାରୁ ବଡଶକ୍ତି କିଛି ନାହିଁ ୤ ବିଦ୍ୟୁତ୍ ଗ୍ରାହକ ଓ ବିଦ୍ୟୁତ୍ ବିଭାଗର କାର୍ଯ୍ୟକରୁଥିବା ଶ୍ରମିକ/କର୍ମଚାରୀ ଭାଇ ମାନଙ୍କୁ ଅନୁରୋଧ ଏକ ହୁଅନ୍ତୁ , ଏକତା ରକ୍ଷା କରନ୍ତୁ ୤

ELECTRICITY THEFT AND ITS IMPLICATIONS



Odisha State Electricity Board is unbundled to GRIDCO , OPTCL , OHPC , OPGC , OTPCL , NESCO , wesco , SOUTHCO and CESU , GRIDCO is licensee for trading power inside and outside the state . OPTCL is having licensee authority for transmission of power as per GRIDCO’s  trading activity . OHPC , OPGC , OTPCL and other private generating companies are license of generating power . NESCO , WESCO , SOUTHCO & CESU are the license of distributing energy to the consumer inside the state as utility sectors . OERC is the regulatory authority to have balance over generation , transmission , distribution and consumers . Tariff is declared by the OERC after a public hearing from all the above mentioned organization including consumers . This unbundling was made to have individual responsibility & accountability of the organization and its employees . We may have L.T. loss of Odisha state for the year 1999 is 55.11% where as in 2010-2011 it is of 55.04% . This shows that there is no such improvement during these 11 years in L.T. sector . Similarly L.T. collection of the state has been reduced from 77.19% to 73.09% . At & C loss had been increased from 65.35% to 66.08% . In this case one DISCOM may be considered where L.T. loss is reduced from 62.26% to 54.94% collection efficiency from 79.37% to 59.09% & AT & C loss increased from 70.05% to 73.02% . From the annual purchased unit during 2010-2011 . It is analyzed as below : -

This LT theft comes 1245.5 MU out of LT input of 2380 MU excluding loss & 2735 MU of total LT input which comes to 45.5% of total LT drawl to the system of distribution company  . The cost of the theft of electricity as per input cost comes to rupees of 272.14 crores @Rs.2.185 per unit which is annual loss to the company ultimately to the state . If considered for all DISCOM of Odisha state , it will be of rupees 1088.5 crores approximately . For generating this theft of energy of 5357 MU in the state , the national resources are lost & its cost comes to 1875 crores of rupees @ Rs.3.50 per unit generation cost .
It is essential to restrict theft of energy for the state for which the electricity Act 2003 may be implemented with true spirit which is very stringent one. State government & Distribution Company should take effective steps for saving state revenue with a greater interest. In the respect the electricity Act 2003 amended in 2007 may be implemented by DISCOM & Government which can reduce some losses in the state .
If any consumer found or noticed using electricity unauthorized manner then the sanctioned load in any manner will come under theft electricity. For that the case will be registered in energy police station under SECTION – 135 of the electricity Act 2003 with assessment under SECTION- 126 of the electricity Act where amount of unauthorized consumption is assessed by the assessing officer as per single phase or three phase connections by the supply Engineer.
The assessment amount for theft of energy is two times of prevailing tariff for one year as provisional assessment and after hearing the reply from the consumer this assessment amount will be finalized within one month from the date of issue of provisional order by SDO/AM or E.E/Manager as the case may be .
The authorized officers of investigating / inspecting the consumer as per notification of Govt. of Odisha vide gazette notification 694 dated 21/05/2004 are declared as assessing officer as mentioned below  :-
1 . Single phase consumer – Assistant Engineer/Manager & Above .
2 . Three phase consumer – Executive Engineer/Manager and Above of concerned distribution company .
The consumer has every right to appeal before the appellant authority against such final assessment order if aggrieved . The appellate authority are declared as mentioned below as per energy Dept. notification 9485 dated 8/9/2004 . This is as per SECTION-127 of Electricity Act 2003 .
1 . For consumer having 230 volt & 440 volt supply as per agreement (LT category) – Deputy electrical Inspector of the jurisdiction .
2 . Consumer having 11KV & 33KV supply as per agreement (HT category)- Electrical Inspector of that jurisdiction .
3 . Consumer having 132KV & 220KV supply as per agreement (EHT category)- Chief Electrical Inspector  .
No appeal will be  entertained by appellate authority unless 50% of assessment amount of final assessment order is deposited in the licensee (Distribution Company) within one month of final order .
In this context for dishonest abstraction of power or theft of electricity in any manner or unauthorized use of power other than sanctioned load as per agreement action may be initiated as per section-135 of the electricity Act 2003 .
THEFT OF ELECTRICITY MEANS :-
1) Hooking on the line or tamper or cut the cables , wires .
2) Tamper of meter seals .
3) Damage of meter or burnt of meters of T.P. box .
4) Using electricity through tampered/defective meters or no meters .
5) Using electricity other then purpose of agreement (means domestic to commercial or agricultural to domestic/commercial or domestic to industrial etc .)
This F.I.R. will be lodged in the police station on writing by the supply engineer or authorized engineer .In this case the assessed amount may be collected from the consumer & line can be restored with proper metering even if the F.I.R. is lodged under SECTION-135 . For inspecting such unauthorized consumption one authorized officer may enter to domestic consumer’s premises provided an adult male member is present in the premises during sunset to sunrise time . For other consumer’s he may enter round the clock for such inspection or seizure or search .
Possessing theft of electric line & materials as per SECTION-136 & its punishment under SECTION-137 for receiving such stolen material shall be with imprisonment of either description for a term which may be extended to 3 years or with fine or with both .
As per SECTION-138 , he who unauthorized connect or reconnect meter , works with line’s property , injures meter , indicator or apparatus may be punishable with imprisonment to 3 year’s or fine of Rs.10,000/- or with both .
As per SECTION-150 , whoever  abets on offence punishable under this electricity Act 2003 with  punishment provided for offence . If any officer or employee of licensee enter in to or acquiesces in any agreement to do , abstain for doing , permits ,conceals or connives at any act or thing where by any theft of electricity committed he shall be punishable with imprisonment for terms which extended to 3 year or fine or both .
As per SECTION-153 , there is a special court in each district as on declared by government to trial the offences under SECTION-(135 or 140 section 150) .
CONCLUSION
Around 45% loss occurred due to theft of electricity in L.T  sector causing a huge financial loss to the state & DISCOMS . Ultimately it helps to increase T & D loss in the system , unbalance of the system causing burning of transformer , snapping of conductors , frequent interruption and financial crisis for which all consumer’s and state are suffering exponentially . Maintaining electricity rules & regulation strictly can also save the human life and build-up a prosperous state . Let us felt the necessity of implementation of this Act and save the state from future disaster . Energy is precious & utilize it efficiently as per necessity . Strong vigilance and enforcement action may save the Odisha to some extent . Let us hope for the best .

20 THINGS YOU CAN DO TO CONSERVE ENERGY



Whenever you save energy , you not only save money , you also reduce the demand for  such fossil  fuels  as coal , oil , and natural gas . Less burning of fossil fuels also means lower emissions of carbon dioxide (CO2) , the primary contributor to global warming , and other pollutants .
You do not have to do without to achieve these savings . There is now an energy efficient alternative for almost every kind of appliance or light fixture . That means that consumers have a real choice and the power to change their energy use on a revolutionary scale .
The average American  produces about 40,000 pounds of CO2 emissions per year . Together , we use nearly a million dollars worth of energy every minute , night and day , every day of the year . By exercising even a few of the following steps , you can cut your annual emissions by thousands of pounds and your energy bills by a significant amount .
Home appliances :-
1 . Turn your refrigerator down . Refrigerator account for about 20% of Household electricity use . Use the thermometer to set your refrigerator temperature as close to 37 degrees and your freezer as close to 3 degrees as possible . Make sure that its energy saver switch is turned on . Also , check the gaskets around your refrigerator / freezer doors to make sure they are clean and sealed tightly .
2 . Set your clothes washer to the warm or cold water setting , not hot . Switching from hot to warm for two loads per week can save nearly 500 pounds of CO2 per year if you have an electric water heater , or 150 pound for gas heater .
3 . Make sure your dishwasher is full when you run it and use the energy saving setting , if available , to allow the dishes to air dry . you can also turn off the drying cycle manually . Not using heat in the drying cycle can save 20% of your dishwasher’s total electricity use .
4 . Turn down your water heater thermostat . Thermostats are often set to 140 degrees F when 120 is usually  fine . Each 10 degree reduction saves 600 pounds of CO2 per year for an electric water heater . If every household turned its water heater thermostat down 20 degrees , we could prevent more then 45 million tons of annual CO2 emissions the same amount emitted by the entire nations  of  Kuwait  or  Libya .
5 . Select the most energy – efficient models when you replace your old appliances . Look for the energy star label – your assurance that the product saves energy and prevents pollution . Buy the product that is sized to your typical needs-not the biggest one available . Front loading washing machines will usually cut hot water use by 60 to 70% compared to typical machines . Replacing a typical 1973 refrigerator with a new energy efficient model , saves 1.4 tons of CO2 annually .
6 . Be careful not to overheat or overcool rooms . In the winter , set your thermostat at 68 degrees in day time  and 55 degrees at night . In the summer keep in at 78 . Lowering your thermostat just two degrees during winter saves 6 % of heating related CO2 emissions . That’s reduction of 420 pounds of CO2 per year for a typical home .
7 . Clean or replace air filters as recommended . Energy is lost when air conditioners and hot-air furnaces have to work harder to draw air through dirty filters . Cleaning a dirty air conditioner  filter can save 5% of the energy  used . That could save 175 pounds of CO2 per year .
SMALL INVESTMENTS THAT PAY OFF
8 . Buy energy efficient compact fluorescent bulbs for your most used lights . Although they cost more initially , they save money in the long run by using only ¼ the energy of an ordinary incandescent bulb and lasting 8-12 times amount of bright , attractive light . Only 10% of the energy consumed by a normal light bulb generates light . The rest just makes the bulb hot . If every American household replaced one of its standard light bulbs with an energy efficient compact fluorescent bulb , we would save the same amount of energy as a large nuclear power plant produces in one year . In a typical home , one compact fluorescent bulb can save 260 pounds of CO2 per year .
9 . Wrap your water heater in an insulating jacket , which costs just $10 to $20 . It can save 1100 lbs. of CO2 per year for an electric water heater , or 220 pound for a gas heater .
10 . Use less hot water by installing low-flow shower heads . They cost just $10 to $20 each , deliver an invigorating shower  and  save 300 pounds of CO2 per year for electrically heated water  or  80 pounds for gas-heated water .
11 . Weatherize your home or apartment , using caulk and weather stripping to plug air leaks around doors and windows . Caulking costs less then  $1 per windows and weather stripping is under $10 per door . These steps can save up to 1100 pound of CO2 per year for a typical home . Ask your utility company for a home  energy audit to find out where your home is poorly insulated or energy inefficient . This service may be provided free or at low cost . Make sure it includes a check of your furnace and air conditioning .
GETTING AROUND
12 . Whenever possible , walk , bike , car  pool or use mass transit . Every gallon of gasoline you save avoids 22 pounds of CO2 emissions . If your car gets 25 miles per gallon , for example and you reduce your annual driving from 12000 to 10000 miles , you’ll save 1800 pounds of CO2 .
13 . When you next buy a car , choose one that gets good mileage . If your new car gets 40 miles per gallon instead of 25  and you drive 10,000 miles per year , you’ll reduce your annual CO2 emissions by 33,00 pounds .
REDUCE , REUSE , RECYCLE
14 . Reduce the amount of waste you produce by buying minimally packaged goods , choosing reusable  products over disposable ones , and recycling . For every pound of waste you eliminate or recycle , you save energy and reduce emissions of CO2 by at least 1 pound . Cutting down your garbage by half of one large trash bag per week saves at least 1100 pounds of CO2 per year . Making products with recycled materials , instead of from scratch with raw materials  , uses 30 to 55% less for paper products , 33% less for glass and a whopping 90% less for aluminum .
15 . If your car has an air conditioner , make sure its coolant is recovered and recycled whenever you have it serviced . In the United States , leakage from auto air conditioners is the larges single source of emissions of chlorofluorocarbons  ( CFCs) , which damage the ozone layer as well as add to global warming . The CFCs from one auto conditioner can add the equivalent of 4800 pounds of CO2 emissions per year .
HOME IMPROVEMENTS
When you plan major home improvements , consider some of these  energy saving investments . They save money in the long run  and  their  CO2 savings can often be measured in tons per year .
16 . Insulate your walls and ceilings . This can save 20 to 30 %  of home heating bills and reduce CO2 emissions by 140 to 2100 pounds per year . If you live in a colder climate , consider super insulating . That can save 5.5 tons of CO2 per year for gas heated homes , 8.8tons per year for oil heat , 23tons per year for electric heat  . (If you have electric heat , you might also consider switching to more efficient gas or oil)
17 . Modernize your windows . Replacing all your ordinary windows with argon filled , double-glazed windows saves 2.4tons of CO2 per year for homes with gas heat , 3.9tons of oil heat and 9.8tons for electric heat .
18 . Plant Shade trees and paint your house a light color if you live in a warm climate  or a dark color if you live in a cold climate . Reductions in energy use resulting from shade trees and appropriate painting can save up to 2.4tons of CO2 emissions per year . (Each tree also directly absorbs about 25 pounds of CO2 from the air annually) .
BUSINESS AND COMMUNITY
19 . Work with you employer to implement these and other energy-efficiency and waste reduction measures in your office or work place . From or join local citizens groups and work with local government officials to see that these measures are taken in schools and public buildings .
20 . Keep track of the environmental voting records of candidates for office . Stay abreast of environmental issues on both local and national levels and write or call your elected officials to express you concerns about energy efficiency and global warming .

SPIRITUAL ELECTRICITY



A new name given to electricity , Is not it ? In this context it may so happen that how ELECTRICITY is spiritual . Let us go for a story .
There are five sense (Indriyas) which performs normal duty of a human being . The Darshanendriya represented by Eye,The Ghranendriya represented by Nose,The Shrabanendriya represented by Ear , The Rasanendriya represented by the Tongue and the last is the Saparshendriya represented by Skin or the portions of the body which wants to touch .
 The Darshanendriya or the eye always seeks beautiful , objects to see . The different creatures of God are attracted towards the flame of a burning object and consequently they got burnt and destroyed . Similar is the case in case of Shrabanendriya . The deer loves to hear to sound generated by a flute . The deer on its part is attracted towards the beautiful sound of flute and the hunter catches it easily . Now we go for Rasendriyas attraction , that is a fish . It loves to take good food suitable for its tongue . You may have noticed that how a fish is strongly attracted towards food in a pond if you through some biscuits etc into the pond . The fishermen being well aware of the fact throws some food for the fish and catches the fish . If we talk about Sparshendriya then it comes to our mind of the case of elephant . This Sparshor touch can be described as a Kamaor sexual attraction . The male elephant is very much eager to have sex with female elephant and the poacher ( A Man ) knows better then any body . The hunter starts digging a bigger hoel and cover over it with tree branches so that the male elephant can not knows and tries to cross the hole to meet the female elephant and thrown in to the hole where it was not fed with food or water resulting in death of the elephant .
Electricity is beautiful . We are inclined to touch the apparatus till we do not know that Electricity is flowing in the apparatus and come in touch just like the above named elephant and got electrocuted . Some wise persons have told Prevention   is better then Cure . There comes the safety which prevention of electrical accident which may be fatal or nonfatal . Enough training and sufficient safety devices are always mandatory for working in the vicinity of Electricity . The people working within the sphere of electricity should abide by safety guide lines issued by The Electricity Act. 2003 section 53 which is as follows :-
Provision relating to safety and Electricity supply . The authority may in consultation with the State  Government , Specify suitable measures for :-
a)  Protecting the public ( including the persons engaged in the generation , transmission or distribution or trading ) from dangers arising from the generation , transmission or distribution or trading of electricity or use of electricity supplied or installation , maintenance or use of any electric line or electric plant ;
b) Eliminating or reducing the risks of personal injury to any person , or damage to property of any person or interference with use of such property ;
c) Prohibiting the supply or transmission of electricity except by means of a system which conforms to the specifications as may be specified .
d) Giving notice in the specified from to the Appropriate commission and the Electrical Inspector of accidents and failures of supplies or transmission of Electricity ;
e) keeping by a generating company or license the maps , plans and sections by any person authorized by it or by Electrical Inspector or by any person on payment of specified fee;
f) Specifying action to be taken in relation to any electric line or electrical plant , or any electrical appliance under the control of a consumer for the purpose of eliminating or reducing the risk of personal injury or damage to property or interference with its use .
Besides all those , it is also advised to carry out following activities .
The overhead lines should be patrolled periodically at intervals not exceeding 3 months , from the ground , when the line is live for the following and corrective action taken .
a) Conductor and earth wire for , excessive or loose sags , improper  clearance and broken strand-loose or broken binding wires or tapes , clearance with other lines bind nests and all other extraneous matter .
b) Insulators for burnt and fused spots , broken porcelain/burnt or tilted insulators .
c) Earth equipment for damaged or broken earth wire missing conductor , fixing staples on supports and missing clamps etc.
d) Stays for loose and over tight stays .
e) Trees for their branches etc likely to fall in the line .
f) Jumpers for their looseness or jumbling on the poles .
g) Supports for tilted , cracked or broken poles , deformed cross arms , rusted and cracked nuts and settled or bulging soil around pole foundations .
h) Various other works like construction of roads and bridges etc and laying of telephone lines and other power lines near ,
ACTIVITIES LIKE SPECIAL INSPECTION , EMERGENCY INSPECTION AND SPECIAL MAINTENANCE TEST SHOULD BE SUBJECTED FOR HEALTHINESS OF THE LINES AND SUBSTATIONS .
In addition to the above the following precautiona are to be observed by people working on electrical lines .
1 . Before commencement of any work in the live electrical 33 KV/11KV/LT lines and distribution sub-station the same should be isolated by breakers/isolators/AB switches from all sides and should be solidly earthed .
2 . The Junior Managers are responsible for  planning all works as mentioned above and should give clear instructions regarding the nature of works and precautions to be taken during the work to the charge man / lineman in charge of the work along with the safety apparatus and appliances such as live line tools and tackles first aid boxes .
3 . The concerned charge man / line man duty instructed by the junior managers shall be solely responsible for the work entrusted to him till its safe completion .
4 . All electrical circuits are to be treated as live and no work should be taken up at any point of the system unless they are DEAD and EARTHED .
5 . The workman should not touch any conductor with bare finger or hand to determine whether it is alive . They must use insulated gloves , footwear , mats and tools because all voltage  are dangerous and ever low voltage shock could be fatal .
6 . When using a test lamp for checking circuits the burning of the lamps positively indicates the presence of voltage in the circuit  but the converse is not always true . A test lamp not burning may be due to insufficient voltage or due to defectiveness in connections / bulb / holder . screw cap bulbs should not be used for the test lamps .
7 . No workman under the influence of the intoxicants should be permitted to remain on job or around the premises of the works .
8 .(a) Possibility of back feeding should be ensured before commencement of the works .
    (b) The isolators / AB switches should be disconnected and line should be properly earthed both sides of the working zone before attending the work . All ground leads MUST be applied to an removed from transmission and primary distribution conductors with HOT LINE STICK . The ground connection MUST be made first and removed last in all cases .
   (c) While replacing HT fuses at the Transformer sub-station the AB switches must be opened and same is earthed before placing uses .
   (d) NMRs/Unskilled laborers should not be allowed to work on live lines .
   (e) Each charge man / line man / work man should be fully trained to be fully conversant with cardio pulmonary resuscitation and artificial respiration and first aid as described in the manual .
9 . Only workers on the line and equipments of 11/33 KV systems and above should be undertaken under the direct supervision of the officer not below the rank of Junior Manager with a work permit as per the procedures enumerated in chapter (1A) .
Protection systems should be checked for satisfactory operation periodically and at least once in six months for its sound operation and any repair / replacement required shall be done .
Different prosecution sections can be initiated against offenders responsible for fatal and nonfatal accidents . Therefore , along with appointment of SAFETY OFFICERS other organization like forest , labor and medical may constitute a monitoring cell involving the District Administration .
So TOUCH ( SPARSH ) is again to be controlled and each and every aspect of a live line is to be considered before working on it being got excited .
